Lagos Expands Technologies to Monitor, Manage Road Traffic



The Lagos State Government has established additional Intelligent Transportation System (ITS) sites with an order that running red lights  will attract N20,000 fine  while speed limit violation will be punished with N50,000.


The state Commissioner for Transportation, Mr Oluwaseun Osiyemi, unveiled the four sites on Thursday.


Osiyemi said that the ITS sites were designed to monitor and manage road traffic as well as enforce road traffic laws more effectively.According to the commisioner, motorists detected by the ITS violating traffic laws, rules or regulations would receive Short Message Services (SMS) notifications from the Vehicle Inspection Service (VIS) Department.


He said that the SMS would contain the nature of the offences and the corresponding fines.


The commissioner said that the system was not designed to be punitive but to encourage responsible driving behaviour thereby reducing the rate of road accidents.


“The goal is to save lives, protect property and create an orderly transportation environment,” he said.


Osiyemi added that the installations across key locations in the state would complement the existing ANPR Cameras and other Traffic Management Solution (TMS) devices.


“This is reinforcing our commitment to improving road safety, optimising traffic management, and fostering a more efficient transportation network in our rapidly-growing city.


“These initiatives align with Gov. Babajide Sanwo-Olu’s vision for a smarter, safer and more sustainable Lagos.


“The ITS integrated advanced information, communication, sensing, control and computer technologies into our transportation management framework.


“This innovative system also allows for real-time monitoring and management of traffic conditions, enabling precise, efficient and comprehensive control of transportation activities,” he added.


He said that the sites were categorised into two key functions –  checkpoints sites for speed detection and e-police sites for monitoring traffic violations.


“The checkpoint sites are designed to detect speeding; one is located at Alapere, Ogudu Road, with a speed limit of 80km per hour, while the other one is at NITEL, Mobolaji Bank Anthony Way, with a speed limit of 60km per hour.


“These checkpoint sites are strategically located to detect and deter cases of speeding, which remains one of the leading causes of road accidents.


“On the other hand, the e-police sites are installed at Allen Avenue Junction and Nurudeen Olowopopo Road.


“These e-police sites are designed to detect a wide range of traffic violations, including running red lights, non-compliance with lane discipline, illegal U-turns and reverse driving on Expressway.“


He said that through high-definition cameras and real-time monitoring systems, the e-police sites would serve as virtual traffic enforcement officers, ensuring  drivers’ adherence to road regulations, even when physical officers would not  be on ground.


The Permanent Secretary, Lagos State Ministry of Transportation, Mr Olawale Musa, said that the ITS was not for revenue generation but to ensure compliance to traffic rules and regulations.


Musa urged Lagos residents to obey traffic rules and regulations so as to ensure safety.


Earlier, Mr Olatubosun Alake, the state Commissioner for Innovation, Science and Technology, said that the state government was poised to deliver a technologically-advanced city.


Alake said that the ITS  would drive a positive transport outcome for the state.


He said that the job of  Lagos State Traffic Management Authority would become easier with the solution.
